An assault on academic freedom and freedom of expression

N.B. – This statement of concerned faculty, students, staff and alumni of the UP College of Mass Communication (including others from outside the college) is prepared in reaction to a statement by the eUP Team on an undergraduate thesis produced by our journalism students. As of this writing, this is signed by 3 former deans; 17 CMC faculty members; 6 lecturers; 5 staff; 19 student organizations, 197 students of broadcast communication, communication research, film and journalism; 117 alumni; and two faculty members outside UP CMC. We expect an updated list of signatories in the coming days.

An Assault on Academic Freedom and Freedom of Expression

We, concerned faculty, students, staff and alumni of the University of the Philippines College of Mass Communication (UP CMC) and concerned individuals and organizations outside UP CMC, are deeply offended by and disappointed with the comments of the eUP team on the undergraduate thesis of Ronn Bautista and Krixia Subingsubing on the e-UP project.

The eUP Project team claims that the thesis makes “misleading claims, questionable conclusions and false allegations.”  The eUP team attributes malice to the authors by claiming that the piece “intended to derail an important initiative that will modernize and improve the operations of the University” and suggests that the thesis will sabotage the smooth implementation of the project. In the same way that the eUP team cannot lay claim to the trouble-free operation of the project, neither should it claim competence in evaluating academic work outside its field.

While the eUP team has the right to comment on the questions and arguments raised by the thesis, it cannot attribute malice to the authors and undermine the integrity of the thesis as an Investigative Journalism (IJ) project.

Bautista and Subingsubing’s work went through established academic processes, including close supervision by a multi-awarded UP CMC faculty member. It is also a juried work, having been chosen as best thesis in the IJ category. Through its accusations, the eUP team implies that the students, the faculty adviser, the academic units of the College, and CMC itself violated the academic protocols every student and faculty member of UP are bound to observe.

As has been noted by other faculty from other University units, the eUP team statement amounts to a serious breach of academic ethics. It is also an attack on free expression. Its statement in fact declares that any criticism of a UP administration project or initiative is made in bad faith and constitutes an offense against attempts by the University leadership to improve UP processes and systems.

This in itself is bad enough. In addition to its failure to prove its contentions, the eUP team also undermines UP’s commitment to the search for and generation of knowledge by tarring all such attempts, fundamental to the University’s purpose, as moved by the basest motives.

We cannot countenance either presumption. Both are completely alien to the principle of collegial respect and the UP spirit of free inquiry. It is an assault to academic freedom. We demand and expect an apology from the eUP team.
